Thank you Christopher for this description. It is the best I've read describing the differences of these features and when/why they might be used. I didn't realize voiceover was still running, and gestures could still be used, when using the three finger double tap.

Don't double tap, or you will disconnect the phone call. Just tap two fingers once on the screen.
