Mine does the same thing. I also haven't seen 
where muting my phone turns off speech and/or voiceover. A low volume would but 
not muting.

Hi there I have found that if the phone is unlocked and you move the mute 
switch towards the back of the phone it actually says muted with voiceover if 
you move it towards the front it says I am muted. Also when the phone is locked 
if you move the switch to the mirror position the phone will vibrate. I have 
the iPhone SE 20. Also the switch would do the same thing with iPhone 6 if you 
switched it between muted and muted.
