You triple tap on the Send button, then you get the choices, send at 9PM, 8AM tomorrow, or Send Later. If you are not using VoiceOver, the Send Later option has a time picker. I could not get it to work with VoiceOver but my wife could do it without VoiceOver running. I wrote Apple Accessibility about this yesterday.

I would recommend giving it a listen. After composing an email, if you do a double tap and hold, or a triple tap, you can then choose when you want to send the email. Hope this helps.
