Go to accessibility voiceover, and then go down to speech rate under speech rate, you can double tap and hold and move it. However, it’s very touchy. I had to be very patient and move my finger very slowly to get it to move for me. It’s rather all over the place so it’s not like a picker. Just be patient with yourself and keep trying.
