Could you give a specific example which I could reproduce regarding the paste permission prompt? Here is one I just tried:
1. I was on my home screen with focus on the Facebook app and Voiceover said: Facebook, 1 new item I did a 3-finger quadruple tap and Voiceover said "Facebook, 1 new item copied to clipboard. I then started a new text message and when I was in the message field I turned the rotor, swiped up to "Edit" and then flicked down to "Paste". I double tapped and "Facebook, 1 new item was pasted into the message field without any prompts for paste permissions etc. If you reproduce these steps and also don't get the prompt let me know a scenario where you do get it so I can reproduce it.
