Try Weather Gods. It does have audio feedback, i.e. various rain and/or
wind sounds, but it is completely customizable. I'm not sure how the
payment structure is now, I originally paid about $4 for the app three
years ago, but now there are various subscription options. The author
is very responsive to feedback and suggestions from VO users and any
access issue is corrected in a following release of the app.
