I suspect not; but you could ask Apple Accessibility if that is a setting somewhere. I knew someone in college who took that kind of response as a very rude way to respond. It also strikes me as the kind of response someone gives when they ar: reading and only half listening to you. But, I usually don't hear it because I don't wait for a response when I use Hey Siri; because I know as soon as I say Hey Siri, it is listening; so no need to wait for its response.
