I don't think OneDrive has such an integration with Siri, but you could probably use the Shortcuts app to set up an automation which is triggered by a certain phrase and which then may open a folder as you describe. I only played around with Shortcuts a bit and don't find the process very intuitive or maybe it's just not as accessible as one would like.
