First, table top mode and away mode.

Table Top mode is where you lay the phone flat on a surface and the dots are 
like a perkins brailler.  So on the left side, you would have dots 1, 2, and 3, 
going from center to left. And on the right side, you would have dots 4, 5, and 
6, again, going from center to right.

Away Mode, is where you hold the phone with the screen away from you with the 
charging port on the right.  With this mode, the dots are in two columns.  On 
the left, you would have dots 1, 2, and 3, going from top to bottom, so the 
dots are on top of each other in a column. And on the right, you would have 
dots 4, 5, and 6, again, going from top to bottom.

Now the reason the dots are changing positions on you is because it is 
switching from table top mode and away mode depending on the position of your 
phone.
there is a gesture where you can lock it in whichever mode you want to do.
So put it in the mode you want; table top or away, then do a three finger swipe 
down on the screen.  This would be from your mute switch side to the side with 
your side button.  It should say, orientation locked.  This is a toggle 
gesture, so you would do the same gesture to unlock the orientation.

I would recommend taking a look at the list of gestures for Braille Screen 
Input.  Go to settings / Accessibility / Voiceover / Commands, then swipe to 
Braille Screen Input, and in there you will find all of the gestures to use 
with the BSI keyboard.
