This happens very rarely on my 4S and I can usually fix it by covering the
top part of the phone with my hand, taking it away and maybe repeating a few
times. You may also try to reboot your phone. Anyhow, I'd say it's
definitely not what I would consider a bug for me and I have not seen any
messages about this being a problem for others either before or after the
iOS 6 update. If the problem persists and the phone never goes off
speakerphone you might want to take it to an Apple Store as the proximity
sensor could be defective.
