As Ben pointed out, the SE and in fact all iPhones since the iPhone 5 in 2012 have a Lightning port. As for a powerbank you can use any power bank you want, most have 1 or 2 regular USB-A ports like you find on a computer and your USB to Lightning Cable plugs into that. If your friend has a USB-C to Lightning cable then possibly he is trying to plug the USB-C plug into the iPhone. It feels quite similar to a Lightning port, but it definitely won't fit. Both Lightning and USB-C can be plugged in either way, i.e. there is no right and wrong way. A regular USB-A plug only goes in one way as does Micro USB.
