Hi Mitch,

I had a similar problem when I first got my iPhone a few years ago.  Below

What it sounds like to me is that Siri is not turned on.   In iPhones prior 
to the 4S where SIRI was introduced, the command function of holding the 
home
button in would behave the same as what you are describing.    You should go 
to settings and open SIRI and see if the switch is turned on.  If your phone
came with the latest IOS, SIRI will be in the main settings list.  If it has 
the prior IOS 9 version, you will have to open settings, then go to general
and open this and SIRI will be in this list.
Let me know if this works.  Either way, we'll figure it out.
