Not only is the tone a little/ or a lot, quieter, but it seems longer to me, 
and if you have any difficulty hearing it clearly, you probably start talking 
before Siri is fully listening.
If using Hey Siri, I don’t' have any issues.
If holding in the button, you have to wait until the tone has fully stopped 
before it will hear everything you say.

I have also experience this, with the same device running the same iOS I have 
noticed, if you wait a bit longer after the tone sounds, that seems to work
