Mark, I just checked this setting on my iPhone 13 Pro and it is turned on yet I have no issues changing the call volume with the volume up and down button when a call is active. I just tried this with my wired Earpods connected and while I have not tried it for example with my Aftershokz Open Com Bluetooth headset, I am pretty sure I have used it previously and was able to adjust the volume as well. I am wondering if Janet says people can't hear her well if she is using one of her Bluetooth headsets or if it is using just the iPhone held to her ear or if she is using a wired headset like the Earpods. Once again my advice is to rule out as many things which can have influence here which means if she has tried this with Bluetooth, just make a phone call and try it with your iPhone either held to your ear or on speaker. I just called my bank which gave me their interactive voice response system so I used this and was definitely able to confirm that turning up the volume made it louder and turning down the volume made it less loud. Of course this does not factor in how others can hear Janet, but at least it is a way to see if the volume buttons work without using a Bluetooth headset.
