Apps which are able to transfer files, such as documents 2 by Savvy Soda, or Pages by Apple, appear in a table in iTunes when your iOS device is connected. Find the app in the table and use add file to explore your computer for the file to add to the app.
Notes is not in this list. Notes are handled through Outlook on the PC or Mail on the Mac, and can be synced through a Google gmail account.
