In regard to the SSA web site, they don’t do authentication directly but rely 
on either id.me or the general government site that I believe is id.gov .  I 
know for the government version that you can set up a passkey as the second 
factor. I don’t remember if it is specifically called passkey, but it does 
avoid the troublesome text messages. 
Text message verification is especially tricky if you are using T-Mobile, 
hackers have gained access to their SMS systems and are redirecting text 
messages to other parties.  there is an article about this in Wired this week.
