Hello Wayne,

Locking the orientation isn’t a VoiceOver feature, so you can absolutely have 
it set differently on the two devices. On both, you lock the orientation in 
Control Center. The phone can only be locked in portrait, while the iPad can be 
locked in either one. Just go into the orientation you want, open Control 
Center, and lock it.
