Thanks all for the feedback. I figured out a temporary fix. It was really simple and I just glossed over it. I turned off Hand Off in the General Settings on both the iPhone and iPad. Now I can play music on whichever device and not trigger the other. I don't see myself using Hand Off at this point, since my iPhone is for pleasure and the iPad is for work, more or less.
