Thanks Sieghard, that was it.

I was able to duplicate the behavior during a call. I made the call holding the phone in front of me and I did not lose Voiceover. But when I held the phone close to my ear, I lost it. Then, when I moved the phone away from my ear, Voiceover returned.

I just started using my phone's cellular function on Friday, so I'm still learning.

If so the answer is relatively simple. The iPhone has a so-called proximity 
sensor which is right by the earpiece and when  you hold the phone to your ear 
it locks the screen because otherwise you would potentially activate buttons on 
the screen with your ear or other parts of your face which touch the phone.
If you take the iPhone away from your ear the screen becomes usable and since 
most blind users find it easier, by default the call switches to speakerphone. 
A sighted person would actually have to touch the speakerphone button and if 
you don't want this to happen, then you can turn this feature off in Voiceover 
Settings.
You might want to try and make a call with the Apple Earpods or a Bluetooth 
headset if you have one and you will find that you can use the screen and hear 
Voiceover no problem.
If Voiceove rvolume is not loud enough, you can turn the rotor to volume and 
flick up to raise Voiceover volume

I got a new iPhone 12 on Monday, and just got cell service set up on Friday. 
I've had an iPad Mini for some years, so I'm familiar with iOS, but there's 
quite a bit I still have to learn about the phone part of it.

I'm having a bit of a problem. It seems that when I make a call, I hear 
Voiceover say the number in the little speaker by my ear, then speech 
disappears. I move my finger all over the screen and I hear nothing from 
Voiceover. So I can't hang up a call, or pick a number from a menu, or do 
anything at all. When the person I've called hangs up, speech comes back right 
away.

A friend of mine says that she's having the same problem. But another friend of 
mine says that he isn't. So he thinks that perhaps there's some setting that we 
changed that might be affecting speech when a call is made.

Anybody seen this behavior and got any ideas as to how to fix it?
