My iphone 8 does this all the time, and yes, its rather annoying. I think that the particular app is refreshing itself or something. The screen actually lights up for a second and then the screen curten returns again and the focus is usually moved to the top of the page. This often happens for me on webpages and photos, but it also happens in other apps too. I have no idea how to make it stop, its just something that I put up with.
