By denying my experience, you are being contrary. I can only repeat, I have experienced cases where wiping an iPhone lost the accessibility shortcut. I am not making that up.
But, as was stated by someone, it could be the carrier had set it up so it got removed. Every iPhone I have purchased worked this way and every time I reset an iPhone with erase all setting and content it also worked this way which would make sense because this process restores it to the factory defaults and out of box experience which includes being able to start Voiceover with a triple press of the home or side button. The same applies to iPads, the Apple Watch and the Apple TV, a factory reset always restores the ability to start Voiceover with a triple press of the appropriate button.
