Hi Jessica, I am having the same problem as well. This must be a bug that will hopefully be fixed soon, I'm definitely going to file a report on it today via the feedback app. I think it was a not so smart idea of Apple to introduce the new ringtones during the release candidate as this did not give beta testers enough time to find this bug and report it and give them the opportunity to correct it before general release.
