The normal camera app will also do text recognition, so I'm not sure what's different in the magnifier and LiDAR.
I'm not upgrading from my iPhone 11. My advice is to stick with your 13 Mini and get an iPhone 16 Pro next year, some of the new stuff in the 15 Pro will then be in its second generation so to speak and may get useful improvements.
