Hello. I purposely have run the battery down below 20% to check what you are discussing. When I unlocked the phone with the battery at 19% VoiceOver announced low battery but without the tone we are accustomed to. I am not sure if that was removed in iOS 17 or if it a peculiarity of the 15 Pro.
