First, do you clear apps out of the app switcher regularly?
I know Apple says that isn't necessary, but I have often seen and experienced 
situations where if too many apps are in the app switcher, the phone becomes 
very sluggish.  It is after all, a computer, and if resources get low, it slows 
down.

If the two finger swipe isn't working, make sure that the Screen Recognition is 
not on.

Agreed.  In addition, there are times that my phone just appears to stick on 
one screen for at least a minute before I have to turn off voice over and back 
on to get it moving again.

I am unable to read all using two finger swipe down. The scrub does not always 
respond and I have to find the back button.
