That depends on the country you are in. I had an ESIM on my iPhone 11 and here in Canada phone to phone transfer of ESIM is not or at least was not supported by Telus when I set up my iPhone 13 Pro a little over a year ago. On the other hand, I just reset my iPhone 13 Pro and as part of that process I had to also pair my Apple Watch Ultra 2 with it again and I have the Apple Watch set up on my Telus plan so it can do independent calls via cellular and when I reset the Apple Watch it asked me if I wanted to keep the cellular plan or not, I chose to keep it and afterwards all worked as it should.
