I have Screen Recognition in my roter, so I can twist the roter around to screen recognition and flick up and down to toggle it on and off for each app.
There's also a toggle in Settings -> Accessibility -> VoiceOver -> VoiceOver Recognition where you can toggle screen recognition off. I assume this turns it off across your device and it no longer becomes an option to turn it on. I'm a bit fuzzy on this, and I know other on this list know more about how this works than I do. To add it to your roter, you can go into the VoiceOver settings -> roter -> roter options and turn it on. I think it can be turned off for most people and most apps, but I did turn it on when I learned the media controller in the SiriusXM app became usable with screen recognition.
