This isn’t the correct information. Microsoft offers you a free tier. It is not unlimited but it should fit at least one book a month. So using them in Speech Central doesn’t cost anything. Further there will be soon Google AI voices and some other services which offer the same or bigger free tier and that way you’ll be able to read many books a month for free.
It is just correct that if you don’t offer that through the API key but through the App Store purchase you would have to offer the same for the higher price than VDR just to cover costs if all quota is used.
