Hello Jerardo, Did you try toggling off VoiceOver first utilizing the accessibility shortcut of the three presses of the home button and then turning it back on before the restart? I have not tried my work iPhone SE yet but on my personal iPhone13 pro, the voice had been Samantha at the initial boot saying "VoiceOver on" and then the Alex voice I use immediately appeared but I would have tried toggling off and then toggling on VoiceOver before the restart.
