Audio ducking always worked fine for me in iOS 17 although I think it's better in iOS 18 since as Richard demonstraated, you can virtually silence other audio if you turn it all the way up to 199%.

It had been a while since I tried it, but I just called an automated service that I could start talking, and got voice over to say something with audio ducking turned on. It didn't have any effect. If it had, it should have turned down the automated service talking as much as audio ducking would turn down the music or whatever normally. Let's hope they get audio ducking to work for phone calls, too. I will always remember the day I found out that audio ducking didn't work for phone calls. They sent a code to me and wanted me to type it in. No problem except they started playing music while I was supposed to type in that code. I couldn't hearvoice over read that code because the music was too loud and audio ducking thidn't do anything about it. The volume can be set up to 199% while Audio Ducking is on or set to While Speaking. That means that the volume of whatever is playing, music, phone menus at a bank, etc., or a book, will be lowered by roughly the amount the Volume is set to over 100%. I demonstrate what happens when the volume is set to 199%, 150% and 100% when music is playing. I am using my iPad Mini 6 as since I don’t want to put betas on my iPhone in case there are serious issues.
