Double tap and hold on the time and then double tap on customize near the bottom. Now double tap on the wallpaper you want to customize. It should be the first one listed. Now at the bottom you can remove camera or flashlight and then add new action items.
Thanks to Jenn for letting me know I should double tap on the time. Right now I've replaced the flashlight and camera with the calculator and mail.
