It seems on my 16 pro using a wireless Apple MagSafe charger it does stop at 95%, unless I forget it and leave it too long, then it seems to go beyond that. Plugged in, to a standard charging cable doesn't seem to stop at 95%, but I have not tested that much as I usually use the wireless charger.
