Hi Mickey, Not necessarily. If you use the same iTunes folder iTunes still recognizes different iDevices independently and you could, for example, have an iPhone and sync certain apps to it as well as maybe some music and ringtones and you could have an iPod Touch to which you sync different apps and no ringtones since it makes no sense to sync ringtones or apps like Navigon unless you have an external GPS receiver.
In the same way just using the same ringtones folder you may still have to select the ringtones you want unless you have both devices set up to sync all ringtones. In that case all the ringtones in the folder should be synced to both iPhones.
