Thanks for the description.
I think the space indication on the usage dialog is how much space each app uses on the iPhone, not on iCloud. I could be wrong, but I think iCloud only syncs the documents and settings related to each app, not actual app. I'm trying to find out how much each app actually uses to sync on iCloud. I think it was possible on previous ios with VO. You suggested to turn off each app and compare the backup size. However, you can't figure it out for some of the apps in this way because they only use so little space, as you pointed out.

back up".
Below that it announces the size of the next backup and it is followed by a
listing of some of your apps, after the last one there is once again the
"Show All Apps" which if you double tap it does just that.
In this list you only see if the app is "on" or "off", i.e. if it's included
in the iCloud backup (on) or not included (off).
If you turn an app off the size of the "Next Backup" goes down as long as
the app you turned off had data in it. I found that apps like Skype, Light
Detector, ColorVisor and so on can be included in the backup, but turning
them off makes more or less no difference because all that is being backup
up is maybe some settings which take almost no space. Apps that make a big
difference are Camera Roll, Audible (if you have downloaded lots of books)
and so on.
