Hi. First, make sure your Apple TV has the latest firmware update. I've played music from my iPhone using Air Play, and I don't recall music being announced with each track.
Also, to turn VoiceOver on, hit the Menu key for a second, then move down one item. If you don't you'll be placed on the main menu screen, and VoiceOver won't turn on. Yoju'll have to hit Menu for a second, then you don't have to go down to activate it. Just my observations.
