Neil, it’s nowhere near too big; I have called  Apple. We deleted the account 
and reset it on the phone and nothing so I’ve been transferred to a senior 
advisor.

go into, settings, general, about.

in here you can add up the things that are likely to be included, photos as 
well as app data is include… but, not the apps themselves.

I doubt your backup is large enough to be near that, but it can be.

My iPad backup is 4.2Gb and my iPHone fluctuates between 1.3Gb and 11.9Gb, 
depending on how many photos I've taken without dumping to my Mac.

  More fundamentally, are you on the free iCloud plan, as that only comes with 
I believe around 5Gb of iCloud storage.

  Noting that this is for everything you use for iCloud, contacts, e-mail etc, 
it could be that your iPhone backup is larger than the space available, and as 
such, there is not enough room… which the error message may just be misleading 
you over…

  check the size of data on your phone, photos etc. and compare.
