If after you power it on the first thing you do is the triple click
home, that should turn on voiceover. You should then be at the
beginning of the setup screens. They are all accessible. If you do a
restore of your backup, that will restore your configuration such as
where on the home screen you had all of your apps and what was there.
After that it should go in to synchronizing the apps into those spots.
The restore also restores all of the data captured in the backup. I
think that includes all of the contacts. I am almost sure it does. If
not, they come down from ICloud. I have done this process many times
and it has restored all of that.
