That can be a bit dicey, so what I do is to go to my Home screen, then,
repeatedly press the volume Up button while continuously moving up and down
the screen. Not terribly efficient, perhaps, but it works.

You need to get into a screen where VoiceOver reads something for a good
while so that you can adjust the volume while it is speaking. That is the
best way. The VoiceOver volume is best changed while it is speaking to
you.
