Yes, this is common on HP Laptops.  You have two choices:

First, hold the function key FN Key in and the normal operation of the f1-f12 keys will be performed.

Second, if you want the normal function of your keys back, you need to go into the Bios by pressing f10 on power-up and you make the adjustment under action keys. Here is an HP support document that explains this.

Take my advice, I don't use it anyway.

I currently have itunes 11 on an hp laptop with windows 7. I'm unable to use the f6 key because the function keys are set up different. Is there a work around so I can use f6? If not, does anyone know how to change the function keys back to there normal state?
