once its on, which it will be after you connected it to the wall outlet… simply wake it, by pressing the home key once, and then triple press the home key to enable Voice Over.
You should then be able to follow the on screen instructions to configure it. Do note that the first screen has a configure button at the bottom of it. since at that time it does not know what language you are speaking, the button rotates the word / phrase, configure, just find that either in English or another language and double tap. once you do that, it quickly scans your location and displays the next screen in your regional language.
