Crowd sourcing means that actual people are involved in the process. For example, in the case of TapTapSee, your picture is sent out to some list of people, when the object recognition database isn't used, and someone in that list identifies what's in the picture.
Note that Google and Wikipedia are good ways to answer these questions and find out more about a topic or phrase.
