Contacts are on newer phones after IOS 5 located in the utilities folder. You can also open the phone app and they are on the third tab. On the 4 and 4S the utilities folder is on page 2, on the 5 it is near the dock at the bottom of the screen if you have not changed anything.
I was messing with my husband's 5 a few days ago and he could not find contacts either, but I did.
