Chris, I did what you said; I did see the settings. David's message also is quite helpful about these things. I am a little stumped why some apps that had been sending notifications are no longer doing so, but I don't think that is something we will be able to figure out.

Ok did you double tap on the app in Notifications? If not then you won't
see the settings; it only lists what notifications if any are allowed
from the app.
As for your second question it would appear to be the case.

first of all make sure any or all notifications have the view in lock
screen setting turned on. Most of them are by default. You can check by
going to Settings, Notifications and by double tapping on an app whose
notifications are set. As for your second question, first of all speak
selection is in the main accessibility section of Settings, and not in
VoiceOver itself. I have this turned off personally but this may be
useful for low vision users who need a bit of voice guidance when
selecting text. For reference you can do the same with the speak
autocorrect setting.
