Unless you are jailbroken, you cannot download apps outside the App Store. You cannot run apps from the external drive that supports wifi and can connect with the iOS device. You can only use the drive for data storage, and only with apps that independently support the drive. In other words, the drive is much like a local version of dropbox rather than a full computer drive as far as iOS is concerned. Finally, the drive, being wireless, does not physically connect to the iPhone.
