This is something that has been bothering me too recently. However, I am 
inclined to agree with Victor, I believe it is not a bug within iOS, but 
actually to do with how the websites themselves are set up. I do not find this 
is a problem on every web page and in every picker circumstance. It may be 
worth reporting, but from past experience, I suspect Apple will say that it is 
down to the webpage designer themselves to ensure the picker doesn't activate 
on each click. I also think that The second message in this list summed up the 
solution perfectly. This is exactly what needs to be done, it's maybe 
irritating, and in the situation where there are lots of picker items, it can 
be quite time-consuming, but it works better than if it self selects each time, 
Which as you said, it often does just with a swipe up.
