I can't vouch that transit times plus is available for Cleveland, but I just got it yesterday for Columbus. If you go to TransitTimes.com/features, you can see the full list of cities it does support. My only regret is they do not have real time tracking in Columbus, but that feature may be available in Cleveland. I think it is supported locally, and is not controlled by the app developers.
It appears to be the best app I have seen of this type. So far, I strongly recommend it.
