Once you have your xml file, you can import it into TheOldReader through
their web site at theoldreader.com. In fact, the web site does a pretty
good job of explaining exactly what you need to do, which obviously
agrees with what Cristóbal describes below.

I know you have to log into your google reader account and if I remember
right there is a place where it will allow you to create that file so
you can import into old reader. Sorry I can't help more, for I have
forgotten exactly how to do it.
