Hi Rob; Unless your iPad is tied to a particular carrier you won't be able to send texts.
However; if the person your texting has an (I) device then, you could send texts back and forth and, those texts are independent of any carrier because they are going through Apple's server. On the other hand, if you are still compelled to send texts through your iPad, then get a Google number. I have one but, I haven't used it much.
