Your two options are Navigon and TomTom, the UK versions of both apps. As to price, you will need to check the App Store. The price can change at any time, so the App Store is the only way to know when you are actually purchasing the app.
The majority of blind people on this list prefer Navigon. I actually prefer, and more often use, TomTom. I like its onscreen layout and presentation of information better.
