If you've forgotten your restrictions passcode and you want to modify your settings, you'll unfortunately have to restore the iPhone in iTunes and set it up as a new device. Even restoring from a backup will not disable the restrictions passcode. If you have a backup taken from before you enabled restrictions, you could restore from that one. Note that the same also applies if you've turned on encryption for backups and can't remember the password. Sorry for the bad news.
